United Nations Population Fund (UNFPA)

Founded in 1969, UNFPA is the only multilateral agency specifically devoted to providing adults and adolescents with family planning and reproductive health care services. These services include birth control supplies and education, prenatal and obstetric care, and the prevention and treatment of STIs, including HIV/AIDS.

UNFPA provides vital family planning services in over 180 countries. However, with the urging of conservative House members, the Bush administration announced that it would no longer provide funding to UNFPA, citing the 1985 Kemp-Kasten amendment making funding contingent on an annual determination by the president that UNFPA did not "support or participate in the management of a program of coercive abortion or involuntary sterilization." The White House claimed that, by having a program in China, UNFPA was supporting China's strict population control policy, resulting in coercive family planning practices. Even after the White House's handpicked investigation team returned from China with a recommendation that the United States resume funding UNFPA, the President refused. Attempts by members of Congress have failed to proactively mandate funding to UNFPA.
