Although 52 percent of North Carolina’s high school students are already sexually active, and although North Carolina is among the fifteen worst states for teen pregnancy, AIDS rate, and STIs, students in North Carolina can be taught about contraception and condoms only after a public hearing in their community, and schools are prohibited from distributing either on campus. North Carolina's rates for AIDS and condom use among high school students are near the national average; the state's teen pregnancy rate is higher than average, and North Carolina has among the worst STI rates in the nation.
